Zone-membership lookup for a given pole location — which raptor/avian protection zones (if any) the site falls within.
POST /check
Pass/fail avian-protection check against the applicable zone’s construction requirements (perch guards, phase spacing, cover requirements).
Why this exists
Avian protection requirements vary by region and species range but follow the same shape everywhere: a zone lookup, then a construction-requirement check against that zone. Centralizing it means the same verdict logic backs every utility’s review rather than a bespoke check per customer.
